The 28% figure comes from the client spending $1 million on an ad campaign that was linked to $1.28 million in in store sales by looking at the change in purchasing behavior between a group exposed to the campaign, and a control group not exposed to the campaign.

For every $1 the advertiser spent, they got $1.28 in revenue, resulting in a 28% return on their investment in the ad campaign.

I don't understand how the 28% ROI figure is accurate at all; ROI is determined after COGS is factored in, who did the math on this? It looks to me like this campaign lost a bunch of money, hardly something to brag about.
